Am I going crazy

Trying to create a quick GIF from some images, after a couple of hours I'm giving up, is it me or Photoshop.
I just can't load the layers into the animation line.

You don't "load layers" into the timeline, you just turn their visibility on and off for each frame.

But it looks to me as if you've created a video animation, rather than a frame animation, which is what you'll need for the GIF you're trying to build. When you first open the Animation panel you have the choice of Create Video Timeline or Create Frame Animation, and you want the latter.

Thanks, I did have 'Create Frame Animation' selected, but I don't seem to be able to get images into the Animation part.
The menu I show here is what I get when I select the menu in the top right corner of the Animation part.
