easy way for very minor dust?
This picture of my sister I took a few years ago with a (by now probably obsolete but then) new digital camera. It was one of the first pictures I took with it but it seems to have some dust I can never really get out.

Should I be using tools instead of filters or is there an easy way out with dust this minor that actually works, and dosen't blur the picture too much?

Here,s an easy way.

To remove the dust in the hair I did the following:

1. Marqueed the head and copid to a new layer.
2. Changed the blending mode of that layer to Darken (for dark spots use Lighten instead)
3. Nudged the new layer a few pixels down and to the left until satisfied with the result.
4. Added a layer mask and covered everything except the dust.

The result is this

One quick and easy way I sometimes use is this.
Select Dust and Scratches
Set Threshold to about 13 and Radius to about 8
Set the Historu brush to the Dust and Scratches history state
set yourthen go back to the last step above the D & S
Now use the history brush to paint over the scratches.
