Filling duplicate layers
I have ten layers which each need filling with the same colour. Is there an action or command which will allow me to fill them all in at once, rather than filling each layer one by one?

You can certainly write an Action to fill all the layers with a keystroke.

However, it's not hard to fill them manually using keyboard shortcuts. Starting at the bottom layer, choose alt+delete to fill with the foreground colour; then use alt+] to move to the next layer up, and repeat.
