This is not really a "toon" picture. But it is a "toon" character. I did this from a pic of one of my guys on my construction crew. He reminds me of Shrek!

I didn't think filters were the answer to this one so I made a new layer above the photo and traced an outline. I duplicated the outline layer and selected areas to be coloured with the magic wand tool, then expanded each selection by 1 pixel so there wouldn't be any gaps in the colour (knowing I still had the original outline layer to lay over the top). Colour was applied with the paint bucket, using the eyedropper to sample from the original photo. Then, on a duplicate of the colours layer (in case I made a mistake), I used dodging and burning to bring out the shading. For the darker shading I used another new layer and painted with black, then reduced the opacity and applied a gaussian blur. Finally I added some white highlights on another new layer.

Looks like everyone has taken a different approach to 'cartoon'... whether its a caracature, 'toon' or animation... they are all excellent!
I decided to go for a puzzler... how to change a Comic Book hero thats been digitised and made 'real' back into a comic book hero? Sounds quite obtuse, but it was really done so my 5 yr old son didnt whinge too much about me sitting at the PC instead of playing with him
