Magical realism
Toward the end of the Christmas Card Live retouch show, Steve used an action that I think was called magical realism. Can you give me the details to create this action?

I use CS3. Will the process work in CS3?

Yes, it will - all except the Vibrance adjustment right at the end. But you can simply increase the saturation in CS3 instead.
