Make the wheels spin, convert to a Smart Object, then use Free Transform to squeeze the Smart Object horizontally. |

After you’ve made the rotation animation on the wheel, make it into a Smart Object. It will contain the animation. Then distort the circular Smart Object to the shape you want. |
